and my vps support told me that it is not possible to install.

anyone know if it is possible or if there is another way to encourage Lighttpd Streaming?

Its possible,
I have done that before.

(You install lighttpd on port 81 on one of the ips, and thats it actually, usually i also setup reverse proxy and then its possible to stream videos from port 80)

I just talked to my dealer and he said that vps but I install nginx
I think it's almost better! and works well.

but it says that will have to be a new port.

Nginx is much better then lighttpd,
You need to install it on port 81, and you also need to modify config.php config_embed.php and config_blog.php to support nginx secure links module, its a bit diffrent then lighttpd module.
